What is eOselia?
eOselia is a state mortgage program that helps Ukrainians purchase their own homes through affordable, low-interest loans.
The main goal of the program is to make home ownership accessible — even for those who couldn’t afford it before. It works simply: the government covers part of the costs and allows borrowers to take out a mortgage at a reduced interest rate of 3% or 7% per year.
The program operates on two levels:
3% preferential mortgage — for military and law enforcement personnel, medical workers, teachers, and scientists.
7% mortgage — for internally displaced persons (IDPs) and citizens who do not own a home or need to improve their housing conditions.

How the eOselya program works: step‑by‑step guide

1 Check if you qualify to apply
Open the Diia app or visit the eOselya program website at eoselia.diia.gov.ua. The service will automatically verify your data and show whether you belong to one of the preferential categories (military personnel, medical workers, teachers, IDPs, etc.)

2 Submit an application to participate
In Diia, tap “Submit application for eOselya” — fill out a short form indicating whether you own a home, where you work, and your income level. This will take up to 10 minutes.

3 Await preliminary decision from the bank
The bank participating in the program will receive your application, verify the documents, and provide a preliminary decision: whether you can get a loan, for what amount, and at what interest rate.

4 Choose an apartment in a new building
After approval, you can start looking for housing. The main requirement is that it must be in an accredited property. We work with the program, so you can choose an apartment in our residential complexes.

5 Sign contracts and plan your move!
After selecting an apartment:
1) Sign the purchase agreement with the developer;
2) Enter into a mortgage agreement with the bank;
3) Once the residential complex is commissioned, receive the keys and move into your own home!
4) If the building is already completed — move into your new home and enjoy life there!
